Résumé LESSLOSS est un Projet Intégré Européen de R&D se concentrant sur l'atténuation des risques pour les séismes et les mouvements de terrain, qui s'appuie sur la participation active de 46 partenaires européens issus à la fois des universités et de l'industrie.

Les séismes et les mouvements de terrain posent des problèmes de sécurité publique qui nécessitent des mesures d'atténuation appropriées et les moyens de protéger les citoyens, les biens, les infrastructures et le patrimoine culturel bâti. Atténuer ces risques exige une action intégrée et coordonnée qui englobe un large éventail d'organisations et de disciplines. Pour cette raison, le projet LESSLOSS a été formulé par un grand nombre de centres d'excellence européens en génie parasismique et géotechnique intégrant dans les domaines traditionnels de l’ingénierie et des sciences de la terre une certaine expertise de spécialistes en sciences sociales, économistes, urbanistes et informaticiens.

Le projet aborde des questions de recherche sur l'ingénierie sismique, l’évaluation du risque sismique et de ses impacts, la surveillance, la cartographie et des stratégies de gestion des mouvements de terrain, l’amélioration de la préparation aux catastrophes et l'atténuation des risques géotechniques, le développement de méthodes avancées pour l'évaluation des risques, des méthodes d'évaluation de la qualité environnementale et des recherches pré-normatives pertinentes.

L’effort de recherche/innovation au sein du projet comprend un certain nombre de sous-projets portant sur la surveillance des mouvements de terrain, les systèmes d'alerte, le zonage, l’évaluation de la vulnérabilité, la modélisation des pertes, la conception d’isolateurs sismique et de dispositifs de dissipation d'énergie, des méthodologies de conception basées sur le déplacement, etc.

Objectifs Les objectifs de développements scientifiques et techniques suivants ont été identifiés comme des préalables nécessaires pour améliorer la prévention des risques sismiques et de mouvements de terrain :
- Développement et application de meilleurs outils pour le monitoring des mouvements de terrain
- Développement et application de techniques d’évaluation et de monitoring in-situ des structures
- Développement de méthodes pour la conception de structures parasismiques innovantes (critères de déformation)
- Développement d’approches innovantes pour prédire le déclenchement des mouvements de terrain
- Développement de méthodes innovantes d’évaluation probabiliste du risque pour les structures
- Développement de méthodes innovantes pour la stabilisation de secteurs affectés par des mouvements de terrain
- Développement et fabrication de procédés antisismiques innovants
- Définition de stratégies d’intervention structurelle optimisée pour la réduction de la vulnérabilité sismique
- Améliorations des scénarios prédictifs de désastres et des modèles de pertes dus à ces aléas
- Amélioration de la planification avant sinistre et des politiques de prévention

Méthodologie Le projet LESSLOSS s'est efforcé de répondre à la fois aux objectifs généraux du projet intégré FP6 ainsi qu’aux objectifs spécifiques identifiés dans la priorité thématique 1.1.6.3 ( Changement planétaire et écosystèmes), à travers la mise en œuvre d'un programme de recherche technique ambitieux mais réalisable, qui a été réalisé par un consortium d'institutions de premier plan et géré de manière à garantir que les objectifs fixés soient pleinement atteints au moyen d'un usage optimisé des ressources disponibles.

Pour aborder les ingrédients multidisciplinaires scientifiques et technologiques (S & T) du projet doit d'une manière efficace et productive, le programme de recherche a été scindé en trois axes de recherche distincts : l'environnement physique, les zones urbaines et les infrastructures. La justification de cette subdivision est claire ; chacun de ces domaines appelant à différentes expertises de recherche et d'approches méthodologiques. Puis, les quatre principaux types d'activités de recherche qui sont nécessaires pour atteindre les objectifs du projet ont été identifiés : (i) instrumentation et surveillance, (ii) réduction de la vulnérabilité, (iii) des approches novatrices pour la conception / évaluation et (iv) des scénarios de catastrophes la modélisation et des pertes.

Dans ce cadre général, des objectifs spécifiques ont été poursuivis, tels que le développement de méthodes et d'approches innovantes pour la conception et l'évaluation de la stabilité des structures et des pentes à la fois pour l'application à court terme (par exemple l'emploi des résultats de l'évaluation des pertes dans les politiques de planification urbaine) et pour la mise en œuvre à long terme (par exemple, introduction d’approches fondées sur les déplacements dans les règles de conception), le développement de techniques et de dispositifs de surveillance avancés, y compris la télédétection satellitaire, le développement, la fabrication et l’essai de dispositifs innovants de dissipation et d'isolation sismique.

1: Landslides monitoring and warning system
• In-situ and remote monitoring techniques:
- LIDAR for topographic or bathymetric mapping
- Low cost GPS stations for in-situ monitoring
- Monitoring shallow slope failures

2: Landslides zonation, hazard and vulnerability assessment
• Application of mapping inventory to landslide hazard zonation
• Probabilistic landslide hazard zonation techniques and vulnerability assessment
• Tool for detailed hazard zonation of areas affected by debris flow

3: Innovative approaches for landslides assessment
• Constitutive relationships of soil behaviour to predict landslide movements:
- Assessment and improvement of constitutive relationships
- Laboratory investigation of the mechanical behaviour of geomaterials involved in mass movements
• Landslide mechanisms and triggering forces:
- Hydraulic-triggered ground motion mechanisms
- Earthquake-triggered ground failure mechanisms
- Advanced geomechanical modelling of localised and diffused failure
• Deterministic tools to predict landslide displacements at a local scale:
- Stabilisation and mitigation techniques
- Application of the deterministic tools to actual case histories

4: Landslide disaster scenario predictions and loss modelling
• Characterisation and hazard assessment
• Loss estimation models for urban areas (mainly lives) and displacement thresholds for lifelines
• Early warning systems to calibrate loss models and evaluate losses
• Recommended best practice for landslide risk assessment

5: In-situ assessment, monitoring and typification
• Rules and guidelines for the implementation and use of in-situ assessment methods, installed instrumentation, databases and GIS implementation
• Assessment of pre-earthquake resistance of existing structures based on dynamic in-situ testing:
- Buildings
- Bridges
- Lifeline systems and hospitals

• Advancement of nonlinear analysis, static (Pushover) or dynamic, as a means for direct design of new buildings
• Yield and ultimate deformations of piers (including prestressed ones), as controlled by flexure and/or shear
• Development and elaboration of DBD methodologies
• Effect on the design of uncertainties regarding displacement capacity of isolators and the associated overstrength

Retombées Le projet LESSLOSS appartient à un groupe de projets européens du 6ème PCRD dont l’ambition est l’intégration et l’homogénéisation des données et des techniques pour la gestion des multiples risques naturels. Cette approche a été priorisée dans le contexte du Réseau Euro-Méditerranéen d’information sur les risques EU-MEDIN (initiative de la Communauté Européenne).

Le projet LESSLOSS devait avoir un effet permanent sur la façon dont la recherche sur l’atténuation des séismes et des glissements de terrain est effectuée en Europe, en créant des ponts entre différents domaines de la connaissance et par l'utilisation coordonnée et à distance des installations, des ressources et des données, en vue du transfert de technologie aux parties prenantes pour la réduction efficace des risques. Il devait en résulter un espace européen de recherche capable de concurrencer les centres américains et japonais en particulier, dans tous les domaines liés à l’atténuation des risques sismiques et de mouvements de terrain, qui doit progressivement conduire à la création de centres permanents répartis géographiquement.
